During the second year of operation (1990-1991), there were 65 Clubs in 13 Areas and four Divisions. The following officers led the District: Carol Averill, DTM, District Governor; Chuck Weck, DTM, Educational Lt. Governor; and Kay Starr, DTM, Administrative Lt. Governor. This was the first year for District 12 to achieve Distinguished District Status. The Humorous Contest Contestant, Karlyn Thayer, ATM, Club 3806, placed first at the Regional Conference. Toastmaster of the Year was Violet Gillen, ATM-S, Club 4062. Area Governor of the Year was Marilyn Mitchell, ATM, Area D-3. Division Governor of the Year was Bernice Alexander, ATM, Division A. The membership drive culminated in formation of a "forest of the future" in Fontana. Area Governor Speakoff winner was Marilyn Mitchell, ATM, speaking on ³Pride and Purpose Inspire Performance. District Governor's theme was ³Growth: Challenge of the 90s.

Toastmaster of the Year was Dr. Bettye Underhill, DTM, PDG, Club 1026. Division Governor of the Year was Marilyn Mitchell, DTM, Division D. Area Governor of the Year was George Mitchell, ATM-B, Area D-3. Area Governor Speakoff winner was George Mitchell, ATM-S, speaking on Toastmasters, Unleash Your Potential.
