District Twelve covers the area of Southern California from Diamond Bar to Temecula, from Indio to Barstow, which includes San Bernardino, Riverside and East Los Angeles Counties.

District Twelve began operations as of July 1, 1989. Prior to that time, it existed as Divisions C and F of Founders District. In 1988 the Founders District Operations Committee under the direction of Past International President John Latin, DTM, Past Founders District Governor Herb Stockinger, DTM, and Division F Governor Al Pulsifer, DTM assisted Founders District Governor Colette Gardner, DTM, in developing the necessary paperwork to submit to Toastmasters International to request the formation of the new District. At a meeting of the International Board of Directors on February 19, 1988, with the support of International Director Lydia Boyd, DTM, the decision was made to allow the new District to be chartered on July 1, 1989; however, Founders District was to elect tandem Administrative and Educational Lt. Governors for the year 1988-1989. To prepare for the transition. Marian Bell, DTM, was elected the Educational Lt. Governor in tandem from District Twelve, and Carol Averill, DTM, was chosen the Administrative Lt. Governor in tandem from District Twelve. The planning for the transition was performed primarily by a transition Operations Committee consisting of past Division Governors presently in Clubs within the District Twelve boundaries. The Committee was chaired by past Founders District Governors Vance Mingus, DTM, with assistance from Herb Stockinger, DTM. Ionna Sandlin, DTM, and Ken Averill co-chaired the boundary and area alignment committee, and Chuck Weck, DTM, prepared the first operations manual. Paul Speaker, ATM, chaired the committee to prepare the three year plan required by TI to be submitted prior to July 1988. At the meeting of the International Board of Directors on February 17,1989, final approval was given to the formation of the new District, and the designation District Twelve was assigned to the new District. The District Twelve transition Operations Committee selected the informal name for District Twelve to be the "Inland Empire" District.

District Twelve began operation in the 1989-1990 term with four Divisions called simply "A", "B", "C" and "D. There were 69 Clubs in the District, with from 4 to 6 Clubs in each of 14 Areas. The first slate of officers elected for District 12 were Marian Bell, DTM, District Governor; Carol Averill, DTM, Educational Lt. Governor; Chuck Weck, DTM, Administrative Lt. Governor; Berny Alexander, ATM, Division A Governor; Laurie Banks, ATM, Division B Governor; Ionna Sandlin, DTM, Division C Governor; and Bob Harvey, ATM, Division D Governor. An official logo was designed by Louis Wheeler, CTM, Club 55. The name "Images" was selected for the District Newsletter, suggested by Daryl Rusk, Club 2528. Toastmaster of the Year was Virginia Vasquez, DTM, Club 3957; Area Governor of the Year was John Suchocki, ATM, Area A-1; Division Governor of the Year was Berny Alexander, DTM, Division A. Humorous Speech Contestant Karlyn Thayer, CTM , Club 3806, placed third at the Regional Conference. Area Governor Speakoff winner was John Suchocki, ATM, speaking on Toastmasters, Building a Better You. District Governor's theme was Establishing a Tradition.

It should be briefly noted that a previous District Twelve existed until 1965. The previous District 12 encompassed a region from the Pacific Ocean around San Luis Obispo and Santa Barbara through Kern County, Inyo County, the Lancaster/Palmdale area of Los Angeles County, and included Las Vegas, Nevada. Stan Howell, DTM, Club 1255, served as District Governor of the previous District 12 from 1955 - 1956. During the first year of operation of the new District 12, Governor Marian Bell obtained the district banner from the original District 12. This banner was again unfurled at the 1989 Toastmasters International Convention in Palm Desert.
